(a) This
organization shall be known as the Exploits Valley Minor Hockey
Association.
(1) Notices of
motion affecting the constitution and by-laws may be presented and
voted on at the annual general meeting of the association or at a special meeting of members of the association. (2) (a) Notices of motion affecting the constitution must be submitted in writing 14 days prior to the scheduled date of a meeting. Upon 14 days notice, the articles of the constitution may be repealed or amended by not less than 20 voting members, (b) a lawful meeting means at least 20 voting members. If two attempts to attract enough members to an advertised annual general meeting fail, however, the outgoing executive can make decisions to put a new executive in place for the following season if sufficient interest is not shown by the general membership. (a) all parents of registered players, and (b) life and honorary members. (a) 1. The association, at an annual meeting, shall elect an executive for
minor hockey. 2. The term of office for an executive member shall be from the
time of one annual meeting to the next annual meeting and may not exceed a
12-month period. 10. Director at Large (one position) - Duties to include regular meetings with all divisional directors, advise divisional directors, act as liaison with the executive, vote on all matters presented during meetings of the executive. Appointed Positions (without voting
privileges):
(c) Divisional Directors ( Initiation, Novice, Atom, Pee Wee, Bantam,
Midget, Female ) The president, within the jurisdiction of the association, shall have all the powers of the president of the executive. Without limiting the generality of the foregoing, the president shall have powers to: (1) Sign as a signing officer for the association.(2) Call regular meetings of the executive officers during the hockey season. (3) Call all special meetings of the executive or of the general body of the association as is necessary. (4) Preside over all meetings when necessary. (5)Exercise the powers of the executive in an
emergency to suspend teams, players or coaches; subject to ratification
at the next executive meeting, if in his/her opinion, a team, player or
coach has committed an offence that warrants suspension. (6) In the event of a suspension, under 5 above, the president shall call a meeting of the executive within seven days to have that matter dealt with. (7) Sit on all committees as ex-officio voting member. (8) Assign duties to an executive member, as he/she deems necessary. (9) During any vote taken at a meeting of the association, in the event of a tie, the president or his/her delegate shall cast the deciding ballot. (10) The president is permitted to have discussion on any motion on the floor First Vice President: (1) In the absence of the president or in the event of his/her inability to act first, the first-vice-president shall have and exercise all the powers of the president and shall at all times be an ex officio voting member of all committees. He/she shall be one of the signing officers for the association. (2) Shall assume the office of president for the remainder of that term of office, if for any reason the president cannot complete his/her term of office. (3) In the event of the first vice-president assuming the position of president, a meeting shall be held to vote in a new first vice-president. (4) Shall be responsible for organizing and overseeing the association’s annual general meeting , fall general meeting and any other special general meetings deemed necessary. Second vice-president: (1) In the absence of the president and the first vice-president, or in the event of their inability to act, the second vice-president shall have and exercise all the powers of the president and to perform such other normal duties as shall be necessary for the good of the association. (2) Be responsible for inventory of equipment at beginning and end of hockey season. (3) Be responsible for safekeeping of all equipment - owned, managed and maintained by the association. (4) Shall submit, before the season begins, a list of equipment and requirements for each division. (5) Shall select the equipment and requirements of each division for view and approval by executive. (6) Shall arrange for handling, storage, repairing, cleaning and inventory of equipment on hand in time for the presentation at the following annual meeting. Secretary: (1) Shall keep an accurate record of proceedings of the association. (2) Shall, under the direction of the president, notify the executive officers of the time and place of all meetings. (3) Publish notice of all meetings of the general body of the association and notify each member of the executive by phone at least one week beforehand. (4) Perform such duties as shall be necessary for the good of the association. (5) Read the minutes of previous meetings at meetings. Treasurer: (1) Shall keep a record of all monies received and disbursed. (2) Shall present at all executive meetings an update of all finances of the association. (3) Shall prepare a budget at the beginning of the season, with a committee appointed by the president. (4) Shall be one of the signing officers of the association. Registrar: (1) Shall receive and certify all certificates submitted to him/her on behalf of the players and teams for the association. (2) Shall keep a register of all players in good standing with the association. (3) Notify the executive of all outstanding registration of players after deadline for registration has passed. (4) Shall handle all liability claims, seeing they are processed and settled promptly. (5) Shall co-ordinate all phases of player registration. (6) Shall be responsible to register all players and coaches with Hockey Newfoundland and Labrador. (7) Shall collect all monies for registration, which he/she shall turn over to the treasurer. (8) Shall furnish a list of registered players and coaches, with copies to secretary and the president. (9) Shall keep a record of registration on file at all times and give a report at meetings when asked. Chairperson of fundraising: (1) responsible for all fundraising of the association, with the exception of canteen. (2) may form an independent committee to assist with this program. All fundraising activities must meet approval by the majority of the executive.

his/her skills in hockey (1) Notices of motion affecting the constitution and

Upon 14 days notice, the by-laws of the association may be repealed or amended by not less than 20 voting members. It is recognized by the Association that where sufficient funds are available (to be reviewed on an annual basis) a Technical Director be hired to create and administer a hockey skills program to all house league players registered with the Association. Remuneration for the position is to be negotiated on an annual basis by the elected executive.
